President Bill Clinton announced his nomination of Judge Stephen Breyer, currently the Chief Judge of the U.S. Court of Appeals for the First Circuit, to serve on the U.S. Supreme Court. “He has a clear grasp of the law, a boundless respect for the constitutional and legal rights for the American people, a searching and restless intellect, and a remarkable ability to explain complex subjects in understandable terms,” said the President. Judge Breyer was not present because he is recovering from a bicycling accident. close
