Following introductory remarks by Secretary Shalala, Mayor Cleaver, Representative Wheat, and Governor Carnahan, the President was introduced by an employee of Commerce Bank who once received federal and state welfare. The President outlined his welfare reform program at the bank where Harry Truman once worked as a part-time bank teller. Under his plan, individuals on welfare will receive help in getting the skills they need, but after two years, they must go to work in the private sector. close
