In his radio address to the nation, President Clinton centered on the fight against crime and violence in America. Noting that both chambers of the Congress have passed sweeping anti-crime bills, the President said the crucial task now is to prevent a few remaining differences in the House and the Senate bill from threatening the whole bill. The President said that, in the past, Congress has been “stymied by an either-or debate over the false choice between tougher punishment or smarter prevention.” He indicated that the Crime Bill before the Congress does both--provides tough punishments for violent criminals and effective crime prevention programs. close
