Closing plenary of the annual meeting of the National Governors' Association on July 19, 1994 in Boston, Massachusetts keynote address by President Bill Clinton. President Clinton detailed the administration’s health care plan, health care situations around the country, health care alternatives, costs, and the Governors' proposal. He then took questions from the Governors, which focused on whether there can be a consensus agreement concerning areas of disagreement about health care reform, whether the employer-based system can be expanded, and bipartisan support for health care reform. close
