The 103rd Congress adopted this new floor procedure to allow members to speak for five minutes but may not introduce new legislative business. Members rose and spoke during this session on a number of topics including health care reform, the crime bill, and the appointment of a new special counsel. Following these speeches the House stood in recess until 12pm that day. close
