During an afternoon ceremony in the White House East Room, President Clinton presented the Presidential Medal of Freedom, the highest honor given to a civilian, to the following individuals: Herbert Block, the late Cesar Chavez, Arthur Flemming, Dorothy Height, Barbara Jordan, Lane Kirkland, Robert Michel, and Sargent Shriver. During the event, the President called on all groups who are blocking the Crime Bill to let it come to a vote. close
