The US House of Representatives considered legislation that would reform the Federal Procurement System. Lawmakers took up the conference report to this measure which is a component of President Clinton’s Government Reform Plan. The measure was designed to streamline the contracting process for all federal agencies and allow them to do more of their purchasing on a routine commercial basis. In the fiscal year 1995, Transportation spending and School Aid were also on the table. close
