Secretary Riley released the 1994 report of the National Education Goals Panel. Congress required the panel to issue annual assessments charting each state’s progress toward national education objectives, called “Goals 2000.” Those goals called for the establishment of sixteen core indicators of state and national progress on school readiness, student achievement and learning environment objectives by the turn of the century. close
