Cleta Mitchell, Term Limits Legal Institute General Counsel, and Lloyd Leonard, League of Women Voters Public Affairs Director, discussed two congressional term limits cases which will be argued before the Supreme Court this term. One is U.S. Term Limits, Inc. v. Thornton, in which an Arkansas state constitution amendment proposes to limit the access of long-term incumbents to the ballot, except as write-in candidates. The League of Women Voters U.S.A. believes that congressional term limits can prevent voters from choosing whom they wish to represent them. Bryant v. Hill comprises the same issues of congressional term limitation. close
