President Clinton and Attorney Gneral Reno participated in a ceremony marking the first disbursement of federal grants for hiring new police officers. They both emphasized the importance of these grants and the crime legislation in general. President Clinton said the genius of the crime bill is that it empowers people at the community level to take control of their destinies, lower the crime rate, and catch criminals. The president noted that the bill will place 100,000 additional police officers into community policing--a 20 percent increase in the effective police presence on our nation’s streets. Police chiefs and mayors from approximately 300 communities attended the event. close
