In an excerpt, senators continued debate of the Crime Bill conference report. Republicans raised a point of order against the conference report, saying it was in direct violation of the Congressional Budget Act. Majority leader Mitchell moved to waive the Budget Act. This motion was later passed 61 to 39. close
