Russia’s lower house, the State Duma, held a vote of no-confidence against Prime Minister Victor Chernomyrdin and his government. The vote was called after the one-day drop of the ruble on world money exchanges on October 11th. At the heart of political dispute between Russia’s executive and legislative branches is the instability of the ruble and the 1995 state budget. Under Russia’s new constitution that was passed last December, the parliament has limited powers when compared to those of President Boris Yeltsin. As a result, this vote of no-confidence does not in itself pose a direct threat to either Prime Minister Chernomyrdin or President Yeltsin. Translation from Russian to English was by voiceover. close
