Labor Secretary Reich and Mr. Ross announced new “employment grants” and talked about the department’s initiative, which is designed to create a system of employment services for unemployed, disadvantaged, and dislocated workers. They also discussed a new re-employment system. Six states would begin a program where a central one stop labor information center would be available to help those recently unemployed. close
