He emphasized the need to return to the notions of citizen legislators that remained involved in their professions instead of professional politicians who became involved in a system that bred detachment from their constituencies. He believed that limiting their time in Washington wouls limit Congress' ability to raise taxes and pass overly complex and unwanted legislation. close
