This session follows the Stockton, California playground massacre in which a number of children were killed and injured by an individual using an assault rifle. The bill under discussion simply proposes to restrict sales of such weapons and to introduce a registration process for those wishing to buy such weapons. Although there is some concern whether the bill is constitutionally correct, most of the witnessess seem to agree with Chief Gates' reasoning that there is no need to own a gun with such killing power. close
