During a ceremony at the Organization of American States Building in Washington, D.C., President Clinton signed into law the General Agreement on Tariffs and Trade. Vice President Gore talked about the importance of GATT and the difficult struggle over its passage through Congress. Referring to the significance of this legislation, the president said, “America cannot and will not succeed, and we will never restore stability to the lives of the working people of our country, until we have more folks buying what we sell.” He stated that this can happen only if there is a fair and increasingly open world trading system that allows the free market to work and rewards the most productive people in the world. close
