In the opening day of the 104th Congress, members elected Representative Newt Gingrich (R-GA) to be speaker of the House, and new members and administrative officers were also sworn in. Seventy-three of the 84 new members were Republicans. The House passed more than 25 new rules for the session. Among the new rules were cutting the number of committee members and staffs by more than one-third, limiting committee chairs to six years, and the speaker’s service to eight years. Other new rules included opening all committee and subcommittee hearings to broadcast coverage, and requiring a three-fifths vote to pass income tax increases. close
