This was the opening day of the 104th Congress. There are 84 new members in this session, 73 are Republicans. Members elected Representative Newt Gingrich, R-Georgia, as speaker of the House. New members and administrative officers were also sworn in. The House passed more than 25 new rules for the session. Among the new rules were cutting the number of committee members and staffs by more than one-third, limiting committee chairs to six years, and the House speaker’s service to eight years. Other new rules included opening all committee and subcommittee hearings to broadcast coverage, and requiring a three-fifths vote to pass income tax increases. close
