The House debated several different versions of a balanced-budget constitutional amendment. The rules said that the version receiving the most votes would be the one presented for final passage. When the day was through, members passed a version that did not call for a 3/5 supermajority vote in Congress to pass tax increases. The amendment requires a balanced federal budget within seven years. close
