In an excerpt, members debated the Balanced Budget Amendment to the U.S. constitution. The amendment would require the federal government to balance the budget by 2002, or two years after ratification by the states. If the Senate approves the amendment, three fourths of the state legislatures, 38 states, will have to approve the amendment before it becomes law. Once it becomes an amendment, Congress could waive its requirements by a three fifths vote. close
