In his weekly radio address, President Bill Clinton centered on his commitment to cut the deficit further and move toward a balanced budget. The president cautioned that the balanced budget amendment being considered by the Senate would not balance the budget but, instead, would force the administration to increase taxes or cut job training, national defense, or other programs every time the economy was weak. He noted that the U.S. Constitution established that budgetary choices should be made by elected representatives. Under the balanced budget amendment, budget decisions might be made by federal judges, who were not elected. close
