In an excerpt, members debated the Balanced Budget Amendment to the U.S. constitution. This amendment would require the federal government | | to balance its budget by 2002, or two years after ratification by the states. IF the Senate approves the amendment, three fourths of the state legislatures, 38 states, will have to approve the amendment before it becomes law. One it becomes an amendment, Congress could waive its requirements by a three fifths vote. close
