President Clinton briefed reporters on the Senate Balanced Budget Amendment vote. He said the Balanced Budget Amendment was defeated because Republicans could not provide enough Democratic senators with the guarantee that social security would be protected in any Balanced Budget Amendment procedures. The president declared that he is ready to work with the Congress to make further reductions in the deficit, but maintained that such reductions must come in the context of responsible health care reform. He emphasized the Republican must inform the American people as to how they are going to keep the promises of their contract on balancing the budget and paying for their tax cuts by the legal deadling of April 15. Commenting briefly on the line-item veto, the president said the Senate should consider and pass this legislation “immediately.” close
