President Bill Clinton briefed reporters on the Senate Balanced Budget Amendment vote. The president said the failure of the amendment lay in it’s lack of bipartisan support, and failure of the Republican majority to offer a commitment to protecting Social Security and offering a budget cut plan in advance of their amendment. The president responded to questions from the members of the press assembled in the White House Briefing Room. close
