Participants talked about the 104th Congress' impact on local governments on such issues as budget cuts and military base closings and returning more money and responsibility for government programs back to local areas. During the luncheon, at which House Speaker Newt Gingrich (R-Georgia) had been scheduled to speak, protestors from the Association of Community Organizations for Reform Now (A.C.O.R.N.) angrily asked for Mr. Gingrich while carrying cafeteria trays to protest Republican changes in the federal school lunch program. Mr. Gingrich decided not to appear before the group. close
