The House approved a bill to rescind or cancel $17 billion in budget spending. The measure also sends $5 billion to California for disaster relief. Members also approved the Senate-passed conference report on S.1, the unfunded mandates bill. Unfunded mandates are programs imposed on states without federal money to pay for them. The bill limits the government’s ability to place unfunded mandates on states. The measure would next go to President Clinton. close
