Committee members heard testimony from lawmakers, government officials, and public policy specialists about a bill, sponsored by majority leader Robert Dole, barring federal agencies from proposing or issuing most regulations before December 31st. It also retroactively prohibits agencies from carrying out most regulations proposed or issued since November 9th.
