President Bill Clinton and Vice-President Al Gore spoke at the Old Post Office about plans to consolidate, cut or sell operations at five government agencies. President Clinton declared that Americans need a government that can be a partner to them, to help them to compete and prosper in a global economy. The president reaffirmed his belief in a government that shrinks bureaucracy and increases opportunity, empowers people to make the most of their own lives, and enhances security around the world and in local communities. He said the key is to create more opportunity while asking citizens to assume more responsibility. The president reported that the Federal Communications Commission auctions, to sell off parts of the wireless spectrum, resulted in $7.7 billion that will be used to reduce the government’s deficit.
