In his address to the Joint Session of the Florida Legislature in Tallahassee, President Clinton focused on government’s role as a partner with the states, particularly in Florida. The president maintained that the role of the federal government should be to create opportunity with a minimum of bureaucracy, empower people to make the most of their own lives, and enhance security abroad and at home. Other topics included: the administration’s economic strategy to create opportunity and reduce the deficit; the expansion of trade; and increased investment in infrastructure and technology. close
