President Bill Clinton and others celebrated Earth Day at the park at Concord Lighthouse in Havre de Grace. The president told citizens that this may be the most important Earth Day thus far due to the great debate going on now that threatens to break apart the bipartisan alliance to save this country. He warned against a House bill that would delay regulations to protect people from the e. coli bacteria and from the microbe found in the Milwaukee water system. He also warned against a proposed moratorium on all efforts to protect public health and safety. He said he would support a reasonable bipartisan bill to pay more careful attention to the cost and benefits of environmental programs, but he stressed that the “risk regulation” pending in the Congress would not be the solution, as it would involve an expensive and time-consuming process. close
