President Clinton addressed the 25th legislative conference of the Congressional Black Caucus. He spoke about race relations in the U.S. and other topics. President Clinton awarded Oseola McCarty, a retired laundress, the Presidential Citizens Medal, the nation’s second-highest civilian honor. Mrs. Carty won the award because of her $100,000 donation, her life savings, to the University of Southern Mississippi for scholarships for African-American students. close
