Joined by several members of Congress, President Bill Clinton signed legislation to impose stricter regulations on people who lobby Congress. Under this law, lobbyists have to disclose who they work for, how much money they are spending, and in what legislation they are interested. In his remarks, the president thanked legislators and citizens for their efforts to pass this bill. He emphasized that lobbying remains important, but that it must be executed more openly.
