At about 1130 a.m. in anticipation of a presidential veto, Republican leaders such as Appropriations Committee Chairman Bob Livingston (R-LA) briefed reporters on why President Bill Clinton should not veto the appropriations bill for the Departments of Justice, Commerce and State.
