The U.S. House met for the Second Session of the 104th Congress. Opened with prayer by the House Chaplain. Then Members gave one-minute speeches. The House voted on a veto override of the FY'96 Commerce, Justice, and State spending bill. Overriding a President’s Veto requires a 2/3 majority vote of the House and Senate. The bill was rejected. They ended with Special Order Speeches. close
