President Bill Clinton signed the Telecommunications Act of 1996 in a ceremony attended by bipartisan leaders and telecommunications administrators. Vice President Al Gore, President Clinton, and members of Congress spoke about how the bill will affect the communications industry, including opening the telecommunications market, v-chips, and the information superhighway. The vice president connected with Calvin Coolidge High School in Virginia via the Internet, preceded by Lily Tomlin performing her “Ernestine the Telephone Operator” character live on the internet. President Clinton used the same pen used by President Eisenhower when signing the Federal Highway Act of 1956. close
