The House is returning from recess to debate bills on the Environment, American Indian & Alaskan native issues and grants for historically black colleges. The bills will be debated under suspension of the rules. Suspension bills are debatable for 40 minutes are not amendable and require a 2/3 majority for passage. Members continued with one minute speeches briefly, then ensued debate on the first bill dealing with American Indian arts. The debate on colleges was next followed by a bill on environmental legislation on battery recycling, coastal zone management, fisheries management, a National Wildlife refuge in Hawaii and other states and the use of the U.S. Capitol grounds for a prayer rally. After the vote on the bills, the members made special order speeches. close
