Shortly before Congress voted to pass a $160 billion budget bill which would fund the eleven cabinet departments and related agencies which did not yet approved appropriations for 1996, President Clinton briefed reporters on the agreement. He emphasized the need for continuing cooperation to balance the budget by stating, “Today was a real victory for progress over bipartisanship.” close
