On this day, the House took up H.R. 1561, the Foreign Relations Authorization Act, which had previously been vetoed by President Clinton. The bill was drafted to consolidate the different foreign affairs agencies to reduce waste and unneeded overlap and duplication. Republicans asked for an override vote of the presidents veto but, it failed to reach the needed 2/3 majority of the house. Following the passage of two bills under suspension of the rules, the House proceeded to special orders speeches, during which members may speak up to one hour on any topic. close
