Administration Welfare Reform Proposals Assistant Secretary Bane testified about the administration’s proposed welfare reform legislation which was submitted to Congress a part of the fiscal year 1997 federal budget on 26 April. She talked about the need reduce welfare rolls, but she emphasized that this must be balanced with child care, training and other mechanisms to make welfare recipients positive contributors to society. She also maintained the importance of protecting children who are on welfare. close
