Committee members debated whether to allow David Hale, a witness from the Whitewater trials in Little Rock involving Governor Tucker and the McDougals, immunity in order to testify before the Whitewater committee. During this trial, Mr. Hale testified that then Governor Clinton pressured him to make an illegal loan to Susan McDougal, which President Clinton denied in his own videotaped testimony. The resolution to grant immunity to Mr. Hale failed to achieve the necessary two thirds majority by a 10 to 8 vote. close
