President Bill Clinton and Vice President AL Gore talked about the importance of reforming welfare in the proper manner. After being introduced by a former welfare recipient from Arkansas, President Clinton outlined both the provisions of the bill with which he agrees, the increased child care funding and stronger work requirements, and those with which he disagrees, food stamp funding and provisions for legal immigrants. He also stressed that this was only a preliminary step in welfare reform. Surrounded by three former welfare recipients, members of Congress and governors, the president signed the bill. close
