Republican Presidential Nominee Bob Dole (R-Kansas) and Congressman Jack Kemp (R-New York) talked about their new civil rights agenda for minorities in the United States. In his introductory remarks, Mr. Kemp spoke about how his term as HUD Secretary shaped his views that minorities can and will succeed if given ample opportunity. Mr. Dole spoke about how his views of affirmative action have changed over the years. He stated that he no longer favors set-asides and quotas but instead a system which reaches out to minorities and women and seeks to eliminate barriers to the progress in society rather in order to offer fair competition rather than the predetermination of the outcome of such competition. He also admitted that he had made a mistake in deciding not to speak to the NAACP convention. After his remarks, he took questions from the audience. close
