The footage was shown from a helicopter tour taken by President Bill Clinton, Interior Secretary Bruce Babbitt, and FEMA Director James Lee Witt over flood-damaged areas near Washington, DC. After exiting the helicopter, the president and Director Witt talked with reporters about what they had seen and how victims of Hurricane Fran could receive help from the Federal Emergency Management Agency.
