Stanford University David Holloway spoke about whether the current form of the nuclear non-proliferation treaty can really prevent the spread of nuclear weapons. He examined the disintegration of the Soviet Union as a precondition for nuclear proliferation from its stockpiles and how the current treaty fails to prevent people and organizations from acquiring nuclear weapons materials.
