Members of Congress discussed, “Disciplining Congress: The Taxing and Spending Powers” in a symposium titled, “Prospects for Constitutional Reform: Congress, the Courts, and the Case for Self-Discipline.” They focused on whether the limitation of frequent elections is sufficient to control congressional spending or whether additional measures, such as supermajority requirements and a balanced budget amendment, are necessary and constitutional to limit congressional fiscal powers.
