Energy Secretary Hazel O’Leary announced a $2.3 billion program which would dispose of approximately 50 tons of weapons-grade plutonium through both burial in glass cases and use in civilian nuclear power plants. She and the other officials cited this as a way to safely destroy plutonium so that no one else can use the material to make weapons. They also urged the Russians to agree to destroy more of their excess plutonium for the same reason. close
