Mr. Allen discussed the impact of the Telecommunications Act of 1996 one year after it became law. He stressed that although not much competition has yet arrived in local telephone markets, the act will be successful if the FCC can implement rules which promote competition. He also criticized local telephone monopolies which he argued are attempting to deny competition which will benefit consumers. After his prepared remarks, he took questions from the audience. close
