Secretary William Cohen defended President Bill Clinton’s proposed fiscal year 1998 Defense Department budget of $259.4 billion. He agreed with some Republican criticism that too much was being spent on peacekeeping missions and not enough on modernizing the military. General John Shalikashvili suggested that more base closings may be necessary along with trimming the Defense Department bureaucracy. close
