The House approved two measures regarding releasing money that was previously appropriated for family and population planning. One would begin releasing aid on March 1, 1997, instead of on July 1, 1997. The second bill would reinstitute the “Mexico City policy,” which limits not how much the U.S. spends for international family planning programs but who can get those funds. It would forbid that money from going to organizations that perform or advocate for abortion. Later, during special order speeches, the House recessed briefly, subject to the call of the chair. close
