In an excerpt of general debate from the floor of the U.S. House, members debated H.J. Resolution 2, a constitutional amendment sponsored by Representative Bill McCollum (R-FL) which would limit representatives to six two-year terms and senators to two six-year terms. The members defeated the measure by a 217 to 211 vote, falling 73 votes short of the required two-thirds majority for a constitutional amendment. close
