Subcommittee members heard testimony concerning the naturalization of thousands of immigrants without proper criminal background checks in the fall of 1996. Commissioner Meissner attributed the mistakes to a 1982 policy which stated that the FBI had only 60 days to perform criminal background checks on prospective citizens which became insufficient due to the large numbers of immigrants. Rep. Rogers, the chair of the committee, and other Republicans charged that the naturalization of these persons was politically motivated with the idea that they would more likely be Democratic voters. close
